Current German-Polish Wind Energy Club Conference 2025 – Active Participation of Our Law Firm

On 27 November 2025, the Conference of the German-Polish Wind Energy Club (DPWEC / NPKEW) took place in Poznań, combined with the Annual General Meeting of the Club’s Members.

The event gathered representatives of leading energy companies, investors, legal advisors, and renewable energy experts from Poland and Germany, becoming an important platform for exchanging experience and insights into the future development of renewable energy.


The German-Polish Wind Energy Club – A Platform for Cross-Border Cooperation

The German-Polish Wind Energy Club (DPWEC / NPKEW) brings together companies, experts and institutions active in the renewable energy sector, with a particular focus on wind energy.

Its goals include:

  • supporting the development of renewable energy,
  • fostering knowledge exchange between Polish and German market participants,
  • initiating business and advisory cooperation in the areas of law, technology and financing.

The Club plays an important integrative and opinion-forming role, organising conferences, expert workshops and networking events. Its activities promote long-term cross-border relationships and strengthen the joint European energy market.


Expert Contributions from Our Law Firm

As an active member of the German-Polish Wind Energy Club, our firm contributed both to the substantive part of the conference and to the organisational life of the Club.

Our attorneys presented practical insights into the functioning of the Polish wind energy market and discussed current and planned legislative developments.

Attorney-at-law Justyna Loretańska – “Heat Production in Poland Using Wind and Solar Energy Without Grid Connection and Without Grid Fees”

Attorney-at-law Justyna Loretańska presented the legal framework for off-grid and zero-export installations used for heat production.

Her presentation covered:

  • differences between on-grid and off-grid systems,
  • legal conditions for installations not connected to the power grid,
  • planned regulatory changes in energy and heat storage,
  • the Ministry of Climate and Environment’s position on further deregulation of the heating sector.

The presentation focused on practical opportunities for companies to optimise energy costs by using renewable energy sources.


Attorney-at-law Jakub Wysocki – “Legal Status of Wind Energy, New Legislative Initiatives – Is There Still an Eldorado…?”

Attorney-at-law (PL) Jakub Wysocki discussed the legal framework of onshore wind energy in Poland, with particular emphasis on legislative changes in 2023–2025.

Key issues included:

  • the impact of the 10H distance rule and its amendments,
  • prospects for further liberalisation of distance requirements,
  • new legislative concepts such as Accelerated RES Development Areas (OPRO),
  • the potential of repowering,
  • the direction of implementation of the RED III Directive.

The presentation highlighted key market trends and realistic development scenarios for the Polish wind energy sector in the coming years.


Practical Expertise and Legislative Outlook

The aim of our contributions was to provide participants with practical knowledge on the realities of developing wind energy projects, discuss legal and technological innovations, and present upcoming legislative changes shaping the future of the sector.

Special emphasis was placed on administrative procedures, investment support instruments, and the legal security of energy projects.
